Our client is seeking for a dynamic and detail-oriented Procurement Officer to manage procurement processes timely and on budget.
Job Description
Procurement Analysis and Planning:
- The procurement officer is in charge of collecting and analyzing requests for materials, equipment, and services from various departments.
- They also plan requirements and form supply plans and schedules.
- The suitable candidate is expected to develop technical specifications and product specifications for items to be procured.
- They have to search, evaluate and select suppliers of materials and equipment in the local market and other countries.
- They select the optimal supplier based on the principle of economic efficiency (price/quality/delivery time ratio) within the approved budget.
- The suitable candidate conducts procurement procedures, prepares documentation (contracts, specifications, work completion certificates, etc.), negotiations and selects the best offer.
- The procurement officer is expected to conduct comparative analysis of received proposals based on price, quality, delivery time, payment terms, and warranty.
- They conclude contracts, monitor their execution, maintain document flow with suppliers and contractors, store all documents related to supply and work performance.
- They are in charge of monitoring of market prices and justifying the initial contract price.
Delivery and Logistics Control:
- Monitoring delivery deadlines, organizing the delivery of materials to sites or warehouses.
- Participating in goods acceptance, checking quantity and conformity to specifications, participating in work acceptance.
- Handling claims against suppliers and contractors in case of contract violation.
- Maintaining procurement accounting and reporting.
- Ensuring the information in the procurement database is up to date:
- Request statuses, execution stages, delivery timelines.
- Generating regular reports based on database data: reports on completed procurements, supplier statistics, analysis of request fulfillment.
- Participation in inventory counts.
Job Requirements
- Bachelor’s Degree in Engineering or a related Technical field. Additional training or certification in Procurement/Supply Chain Management is an added advantage
- Minimum of 3 years of experience in an engineering role with an understanding of production processes and knowledge of general-purpose equipment.
- Knowledge of construction specifics (materials and equipment nomenclature, general construction and engineering works).
- Experience in procurement/supply chain for construction companies is preferred (1-2 years or more).
- Confident computer skills: proficiency in MS office (especially Excel), accounting systems(1c), and experience working with electronic trading platforms.
- Personal qualities: responsibility, stress resistance, organizational skills, analytical mindset, communication skills.
- Must be between 30-45 years of age.
